Strategic Alliance Business Group JV (SABGJV) is pleased to have been awarded two contracts supporting all components of the U.S. Department of Homeland Security (DHS).  The Program Management, Administrative, Operations (Clerical), and Technical Services program, hereafter referred to as PACTS II, is designed to establish a portfolio of Department-wide, strategically sourced, IDIQ contracts for non-IT support services that will enable DHS business and program units to accomplish their mission objectives, as well as cross-organizational missions. In support of Executive Order 13360, PACTS II is a 100% SDVOSB set-aside consisting of two Functional Categories (FCs) of services: FC1 supports program management and technical services, and FC2 supports administrative services and operations. SABGJV is one of only two companies who have been awarded contracts in both functional categories.

SABGJV is an SDVOSB joint venture comprised of Strategic Alliance Business Group LLC; REK Associates, LLC; and Highlight Technologies, LLC.

Strategic Alliance Business Group LLC (SABG)

Strategic Alliance Business Group LLC (SABG) is a privately owned professional services company. Founded in 2005 as a Delaware LLC, SABG is a Service-Disabled Veteran-Owned Small Business (SDVOSB) as well as an Economically Disadvantaged Women-Owned Small Business (EDWOSB). SABG is ISO 9001:2008, ISO 20000:2011, and ISO 27001:2013 Certified with a DCAA Approved Accounting System. Our core competencies include program management, warfighter integration, systems engineering, facility logistics and space management, acquisition and procurement support, and strategic planning.

In FC2, SABG contributes to the Joint Venture with expert administrative and operational services. SABG has been serving DHS through a Transportation Security Administration (TSA) program management contract since 2014.

Highlight Technologies, LLC is an award-winning 8(a), woman-owned, ISO 9001:2015, CMMI Level 2 small business that provides IT, Security, and Program and Administrative support services to over a dozen civilian, DoD, and IC agencies. Highlight currently provides SharePoint management, knowledge management, network support, and information management and reporting services for U.S. Citizenship and Immigration Services (USCIS), Immigration and Customs Enforcement (ICE), and DHS Headquarters (HQ).

Highlight will contribute in Program Management Services; Process, Physical Distribution and Logistics; Environment, Technical, and Other Scientific Consulting Services; and Administrative and Operations Services.
